Rules of Competition

These Rules and Guidelines should be read in conjunction with the Federation Internationale de Basketball (F.I.B.A.) rules and the International Wheelchair Basketball Federation (I.W.B.F.) rules unless otherwise stated.

1.  Entry Requirements    

All players must be bona fide school students in the year of competition.  Each competitor will require certification of their enrolment in a school signed by the school’s principal.

 

1.1       Age Requirements

  • 12 years & Under must have been born in 1996 or after
  • 14 years & Under must have been born in 1994 or after
  • 18 years & Under must have been born in 1990 or after

1.2       Team Size

  • 12 years & Under - maximum of 12 players per team
  • 14 years & Under - maximum of 12 players per team
  • 18 years & Under - maximum of 12 players per team 

2.  Wheelchair Competition

  • All Wheelchair competitions shall be played as mixed gender competitions, although teams will be allowed to consist of single gender only.
  • For each game all competitors must supply their own chair.
  • All chairs must conform to current international Wheelchair Basketball Federation (I.W.B.F.) ruling and be presented for formal inspection prior to competition.

2.1       Classification Points System

  • 18 Years & Under

Maximum of 16 points allowed on court at one time (no differentiation between male and female players) with a maximum of 2 x 4.5 or 4 point players on the court at any one time.

2.2       Wheelchair Storage

All wheelchairs when not in use are to be left  in the designated storage area adjacent to court 5 (northern end) of the basketball hall at the AIS.  No extra wheelchairs are to be stored around the court during play.

 

3.  Game Duration

3.1       12 Years & Under

Games shall be 4 x 8 minute quarters fully timed. The twenty-four second shot clock will not be used.

If the score is tied at the end of normal playing time then an extra period of three (3) minutes, fully timed shall be played.  Additional extra periods may be required to break the tie.

a)  There will be a minimum warm-up time of five (5) minutes, with quarter times of two (2) minutes and a half time of five (5) minutes.

b)  Each team is permitted one (1) time out per quarter and two (2) in the fourth quarter.

 

3.2      18 Years & Under

Games shall be of four ten minute quarters fully timed.  The 24 second clock must be used.  If the score is tied at the end of normal playing time then an extra period of five (5) minutes, fully timed shall be played.  Additional extra periods may be required to break the tie.

Games will start at the directed time, after a minimum warm up time of ten (10) minutes. There will be a two (2) minute interval between quarters and a ten (10) minute interval at half time for each game.

Each team is permitted one (1) tie out per quarter and two (2) in the fourth quarter.

 

3.3       Warm up Time

  • In extenuating circumstances, the Competition Director may authorise a reduction in the warm up time provided.
  • Teams can begin their warm up at the conclusion of the previous game.

4.  Special Rules

4.1       12 Years & Under

The coach of a team trailing by 20 points or more may request through the officiating referee that the leading team play back court defence during which time there will be no traps or presses. The coach of the leading team should consider this request within the spirit of the Pacific School Games.

4.2       No Zone Rule

For 12 Years & Under, man on man defence is encouraged with no keyway zone defence allowed.

4.3

Teams will endeavour not to delay play for more than thirty (30) seconds when in possession of the ball as defined at the Pre Competition meeting.

4.4

For 12 Years & Under, all players have to play in each half of the game.

5.  Scoring/Points Allocation

5.1

In the pool rounds, teams will score (2) points for a win, one(1) for a loss and zero (0) for a forfeit.  In the event of two or more teams qualifying for the finals rounds with the same points then the head-to-head result between the tied teams shall be the first determinant used. Percentages will be used if the head-to head results are equal and shall be calculated on the games played between the tied teams only.

6.  Uniforms

6.1

Items of clothing must be in accordance with the official rules of basketball as issued by F.I.B.A.  It is strongly recommended that teams bring an alternate set of shirts.

6.2

Where there is a clash of uniforms, the first team named in the program (home team) shall wear light coloured shirts.  The second team named (visiting team) shall wear dark coloured shirts.  This may however be negotiated as long as both teams are in agreement.

6.3

All players must wear their official team uniform when attending the medal presentation ceremony.  Basketball shoes must also be worn.

All players must wear official team uniform during warm up.

7.  Ball Size

18 years & Under Boys

8.  Technical Committee, Reports, Protests and Jury of Appeal

8.1       Technical Committee

A Technical Committee will be established comprising the Competition Director (Chair), the Technical Delegate and the 2008 PSG Basketball Working Party Chair.

This Committee will rule on problems relating to the competition including all technical matters.

8.2       Reports

Reports shall be dealt with by the Technical Committee in the presence of the referee(s) who made the report.  The Technical Committee shall have the power to impose a suspension of one or more games on any player reported by a referee.

8.3       Protests

Protests must be lodged, in writing to the Competition Director within one hour of the completion of the game.  Protests will be considered by the Technical Committee as soon as possible.

8.4       Jury of Appeal

A Jury of Appeal will be established comprising the School Sport Australia (SSA) National Secretary for Basketball (chair) and two representatives from the participating teams.  Appeals must be lodged in writing to the Competition Director.  A deposit of $100 AUD must be lodged with the appeal.  If the appeal fails the money may not be refunded.

9.  Special Awards

A Pacific School Games Merit Team will be selected for each of the 18

Years & Under competitions. The School Sport Australia Basketball

National Secretary will Chair the three person selection panel.

Medal Ceremonies

All Medal Presentations will be held on the show court at the Australian Institute of Sport (AIS) on Saturday 6th December 2008.

For games played on Saturday 6th December, Medal Presentations will be conducted immediately following the playoffs for first, second and third place in each age section.

Teams are to assemble in the designated areas adjacent to the show court 5 minutes after the conclusion of the final game for that competition.

All Medallists must be in their team uniform for the Presentation Ceremony. This must include appropriate sports footwear. Bare feet are NOT acceptable. Hats or caps of any description are NOT to be worn during the Presentation Ceremony.

It is the responsibility of Team Management to ensure medallists are dressed correctly, are punctual and ready for the presentation at the appointed time.

Once in the assembly area, all medal winners are under the control of the Ceremonies Co-ordinator until official photographs have been taken at the conclusion of their medal presentation.

Medallists will be escorted to the Presentation Area.

Athletes must wait for their team name to be announced before stepping forward to receive their medal.

Medallists will be escorted from the Presentation Area.

Only the Official Photographer is permitted on the court for presentations.

Competition Venue

The 2008 PSG Basketball competition will be played at two venues, the Belconnen Basketball Stadium and the Australian Institute of Sport (AIS) Basketball and Netball Centre which is located in the Frank Stewart Sport Training Facility.  There are four courts at the Belconnen Basketball Stadium and five at the AIS.  Eight courts will be used for the competition.

The Belconnen Basketball Stadium is situated approximately 3 kilometres from the AIS, the venue for both the 2008 PSG Swimming and Track & Field. The Belconnen Basketball Stadium is currently the home court of the Canberra Gunners who play in the East Conference of the South East Australian Basketball League (SEABL).

The AIS Basketball and Netball Centre is the home of the AIS Basketball and Netball teams.  Some of Australia's best basketball players have played and trained on the AIS courts including, Lauren Jackson, Mark Bradtke, Patrick Mills and Joe Ingles.

All wheelchair games will be played at the AIS.

Team Seating

  • There is no dedicated team seating at either venue.
  • As there is limited seating at both venues, players should be encouraged not to take up the available spectator searing.
